The Maryland State Highway Administration (SHA) is committed to the intent and philosophy of the Disadvantaged / Minority Business Enterprise Program (D/MBE). It is SHA’s objective to monitor the participation and representation of contractors involved in the program to ensure that they are in compliance with the requirements of the program as addressed in the Code of Federal Regulations 49 CFR 26.37 (b) (c) and in accordance with the Maryland Department of Transportation (MDOT) D/MBE Program Guidelines
