The Maryland Department of Transportation State Highway Administration (MDOT SHA) operates and maintains over 5,000 miles of highways, along with bridges, traffic operations systems, rest areas, and other facilities We provide safe and efficient transportation throughout Maryland. There are benefits from sharing the highway right-of-way with electric, communications, gas, water, sewer, and other utilities. Sharing the highway right-of-way also means that construction and maintenance work on the MDOT SHA highway system will ultimately affect these utilities.
The documents, links and information below help accommodate, construct, adjust, relocate, and maintain these utilities within MDOT SHA’s rights-of-ways.

FHWA Program Guide (FAPG): Utility Relocation and Accommodation On Federal-Aid Projects
(PDF, 147 kb) A guide developed by the Federal Highway Administration (FHWA) to help those administering Federal-aid highway programs that use Federal-aid highway funds for the relocation and adjustment of utility facilities, as well as the accommodation of utility facilities and private lines on Federal-aid highway rights-of-way.
